two swimming pools, and the Snohomish County YMCA administrative
offices. The Everett YMCA buildings are situated on a single parcel of
approximately 0.69-acres. Across the street, at the northeast corner of
Everett Avenue and Rockefeller Avenue, is a pre-assembled development
site currently used by the YMCA as parking. This key assemblage consists
